CCT recently conducted a five-year program evaluation of New Mexico's statewide effort to integrate education technology into academic content through teacher professional development. The state of New Mexico has one of the highest percentages of at-risk students in the country due to poverty and language diversity. The state is a minority majority state with approximately one-third of all students coming from homes where English is a second language. The Regional Educational Technology Assistance (RETA) initiative has provided professional development opportunities to educators throughout the state of New Mexico for the past eight years. While the initiative's first three years were funded through small grants from local sources, the program received substantial funding from the Technology Innovation Challenge Grant (TICG) program of the U.S. Department of Education for a five-year period that ended September 30, 2003. Our research examined the program, its implementation, and its impact on teachers, both qualitatively and quantitatively.
